​Bruce County approves development charges bylaw

Bruce County council has approved a county-wide development charges bylaw.

Bylaw No. 2023-048 was passed Nov. 16, under Section 2(1) of the Development Charges Act, 1997, S.O., 1997 c. 27, as amended.

Any person or organization may appeal to the Ontario Land Tribunal under Section 14 of the Act, in respect of the development charges bylaw, by filing with the county clerk on, or before, Jan. 2, 2024, a notice of appeal setting out the objection to the bylaw and the reasons supporting the objection.

The schedule of development charges imposed by the bylaw, is as follows:


Mandatory phase-in

The amount of the development charges described in Schedule B to this bylaw shall be reduced in accordance with Section 5(8) of the Act.

Therefore, the following percentages of the charges provided in Schedule B will be imposed for residential uses (subject to annual indexing as per Section 5.0 of this bylaw):
 
  • 2023 – Zero per cent
  • 2024 – 25 per cent
  • 2025 – 40 per cent
  • 2026 – 55 per cent
  • 2027 – 65 per cent
  • 2028 – 75 per cent
  • 2029 – 85 per cent
  • 2030 – 95 per cent
  • 2031 – 100 per cent

The following percentages of the charges provided in Schedule B will be imposed for non-residential uses (subject to annual indexing as per Section 5.0 of this bylaw):
 
  • 2023 – Zero per cent
  • 2024 – 25 per cent
  • 2025 – 40 per cent
  • 2026 – 55 per cent
  • 2027 – 65 per cent
  • 2028 – 75 per cent
  • 2029 – 85 per cent
  • 2030 – 95 per cent
  • 2031 – 100 per cent

*Note: The development charges will be adjusted annually, Jan. 1 of each year, commencing in 2023 in accordance with the Statistics Canada Non-residential Building Construction Price Index for Toronto.

No key map has been provided as the bylaw applies to all lands within the jurisdiction of the County of Bruce.

A copy of the complete bylaw is available for examination on-line at www.brucecounty.on.ca/development-charges or at the County of Bruce office, 30 Park Street, Walkerton, Ontario, N0G 2V0, during regular business hours (weekdays from 8:30 a.m. to 4:30 p.m.) excluding statutory holidays and with the exception of Dec. 27, 28, and 29.
