Huron-Kinloss Township’s asset management plan shows that the municipal assets are in a good overall condition.

Jasmine Shadd of PSD Citywide was on hand at the township council meeting Monday, July 21, to make the presentation about the 2025 Asset Management Plan which was developed to meet provincial requirements under Ontario Regulation 588/17. The plan provides a detailed overview of the condition and long-term funding needs for all municipal infrastructure, including both core assets (roads, bridges, water, and sewer systems) and non-core assets (buildings, vehicles, and equipment).

The total replacement cost of the township’s infrastructure is estimated at $302-million, with 81 per cent of assets rated in fair or better condition and an overall average condition of "good."

To properly maintain and replace these assets over their full lifecycle, the township would have to invest an average of $7.5-million per year. Current funding levels cover about 75 per cent of that need, which is notably stronger than many municipalities, said Shadd, noting that most are funding closer to 50 per cent, and she has yet to see one funding at 100 per cent.

Three funding scenarios were presented for council’s consideration, each with varying impacts on tax, water, and wastewater rates.

Scenario 1, which proposes modest rate increases and maintains current service levels, was identified as the most balanced and financially-sustainable option. This approach also aligns with public feedback and supports the township’s goal of responsible investment.

The asset management plan will be reviewed annually, updated every five years, and refined continuously as more detailed data becomes available.
